Where can I go to lower my JIC coilovers?
Can I just go to any tyre shop?
Thanks in advance...

do it yourself, isnt that what coilovers are designed for? don't you have the spanner type tool for doing it? you could go to a tyre shop, but it would be cheaper to do it yourself.

and no way to lift the car up...
what do you reckoned the ppl at the shop would charge me?

You just have to bear in mind that when you go from "monster truck mode" to the ground hugging "monorail look" something in the wheel alignment is bound to change and start eating tyres.
Fine to DIY if you are only changing small amounts and a happy with not getting a wheel alignment.

just had my coilovers adjusted but im confused...
when lowering, does it compress or decompress the springs?
the guy @ pedders told me after adjusting, my front coilovers are lowered to the max... but comparing to when my car 1st landed in OZ, its still slightly higher.
(the coilovers were lifted during compliance when fitting new tyres)
he said that if the spring supports were to go any further apart, the spring would be loose...

Lowering the car will neither compress or decompress the springs. What happens when you lower using the coilover adjustment is you are lowering the bottom contact point of the spring. When the weight is placed back on the spring, it will still decompress by the same amount as it did before (give or take a mm). The reason that the springs become loose is because either the shock absorber has reached the bottom of the stroke or because the bumpstops on the car have started to hit. (Don't think that macpherson struts normally have bump stops though.)
It is possible to get longer springs with softer compressions to further lower the car but there will be a limit. And besides whenever you go over a speed hump or hit a pothole it is going to stuff the underside of the car. Well at least all the sparks will look cool
