im pretty sure that the 3t ecu would run the 2t but the 3t has a different fuel map to compensate for the turbo so the car would be running rich as, also the wires are in different positions on the connectors between the two computers. any particular reason u want to use a 3t ecu?? have a look at the megasquirt ecu, just search on google and theres heaps of info.

Simple answer: NO!
I tried running my 3TGTEU with stock computer without the turbo, took it to an electrician who spent weeks trying to lean the thing down with no success. It ran, I drove it up my driveway, but it would blow smoke, definately not drivable. I then pulled the 3TGTEU out of my car and dropped in a 2TGEU. Being lazy i didn't want to swap the EFI fuel pump and take the wiring loom out, so I tried running the 2TGEU with the 3TGEU computer, fuel pressure regulator, AFM, loom, no knock wired up, and 2TGEU injectors and coil pack. It was even more rich and just flooded the spark plugs.
The 22RE or 3T-EU computers are much more capable of running a 2TG as the map is more linear since the engines are NA. I've also heard that the 3TGTEU computer cannot even run a supercharged "3TGZEU". If the 2TG had a turbo on the side then u might have more luck
