If i remove the plastic inner guard is there any sort of spray on stuff that i could put inside the guards to stop rust and crap building up? Need to cos wheels scrub on the inner guard.

You can get a spray on rust inhibitor that turns into a wax type stuff. Works very well.
Can get it from most auto shops. Sorry I cant remember what its called.

Depending on how badly the scraping is on the inner guard you might be able to mod the inner gaurd just a tad and hence keep it in place. This is what I did. I just removed a small section of the inner guard that was nicking the tire.

If that is not an option I would paint the inner gaurd with POR15. That stuff in the bomb:
