Hydrocarbon emissions

I am taking my car (RA28 18RG carbs) through for a roadworthy inspection next week and need my HC emissions to be under 250ppm for ADR 27A.
The mechanic could only get it as low as 1200ppm, he said the overlap of the cams is too much.
What can i do, other than that pump thing on the 18RC, I don;'t want one of those.
Will PULP or ULP help, am currently on Super.

dunno if different petrol will make much difference, but a cat definitely will, since they are designed to catalyse the reaction of the unburnt hydrocarbons (and CO) into CO2.
can you change back to stock cams for the test or too much hassle?
