Hmmm. I think all those pipes in that area just take manifold vacuum, so probably something that needs that, like brakebooster or something (although I think that is the bigger one on the ISCV). On mine it is just plugged and I only bought a motor not a front cut so the original pipe was just cut. Sorry I can't help you more.

On EvilJack's 20v it goes to a valve mounted on the firewall and then back into the rubber air intake between the AFM and the throttle body plenum ? There is an electrical switch on the side of the valve mechanism to activate it, but I don't know at this time what triggers the switch to open or to close. From your picture it looks like yours is doing the same thing.
if it goes to a valve on the firewall then its the air conditioning idle up valve
if u have no a/c then just plug the pipe or fit a ball bearing inside it and connect it to the corresponding spot on the intake pipe just after the air flow meter
