Hi guy's 
I bought a 1976 ra23 celica about three weeks ago and have been touchin it up for a safety cert i've fixed almost everything but the car was missing the windscreen squirter system and the whole interiour fan setup and i was wondering if anybody knows if i need this for a cert your help is muchly appreciated,

You'll need both those things for a "real" roadworthy cert!

Yes, you need the water squirter to pass.
As for the fan, I don't know why, maybe for the demister I guess.

i know the squirter is easy to replace but how hard is it to put in the fan and heater system

does any one know if the fan system out of the ra28 or theta22 cause thats all thats at the wreakers up here

at a stab I would say if its heating the front window/driver/passenger the ra28 heating system would be the same as an ra23 as they are essentially the same up till past the door

stuff behind the dash in nearly identical - moulding shapes of the air-con unit vary but they'll fit regardless of how ugly they are.
also, if you need a tap under the bonnet to regulate flow of hot water thru the heater - you can adapt a old-style landcruiser tap (just have to make new mount holes and re-route one of the pipes. Budget Auto Parts at oxley found me that one.
