What's THIS do?

What does this do?
I noticed I could turn it yesterday. Hmmmm... interesting. Looks like it affects a diaphram which affects vacuum pressure?
Am I right? Maybe it is the secret knob for increasing horsepower in my car... Seriously, any ideas?

Looks like some kind of idle-up valve. This sort of thing is often used to increase engine rpm under certain specific conditions, eg when the air conditioning compressor is engaged.

dude you ROCK..
'cause I was sitting in dumb as traffic this morning in the heat and the a/c compressor and the fan turned on at the same time, and the revs just went... whoa! down low..
I just thought it was one of those wierd things, and then I remembered I was fiddling with this yesterday. Interesting... Wonder why they have it all adjustable and all..
thanks man..

I think those vacuum hoses connect way over near the ignition coil...I'm not sure how they affect things, because the actual Idle Speed Control vacuum switching valve is underneath the inlet manifold connected to the T-VIS...
I'm sure it in some way affects the ignition timing, I'm just not sure exactly how.
Is it actually adjustable though?

yeah man I just twisted it with my fingers but it is hexagonal at the end with a screwdriver slot as well..
I think it controls not the idle speed, but like Norbie said, it sets an adjustment and allows more or less pressure for idle when the engine is under certain load at idle.
Maybe it is like a minimum pressure diaphram making sure that the engine stays at X when affected by Y..

i have damn similar looking thing on my 4KE setup, agree it is an idle air bypass type of thing, but what triggers it i'm not sure. the starlet it cam from did not have A/C hmmm, can't find the pic of it attached, but it has two large pipes, one to plenum, and one from TB (filter side) and two vacuum tubes....
fiddle with it and see what happens?? maybe open up a lot, see if it affects either cold or warm idle, ro AC idle, then turn all the way in and see what happens.. should take you a day or two to get it figured...
when you find out, let me know i was going to modify it to be the idle speed screw (if the TB doesn't have one)

It's the sodium modulator, which regulates the flow of intergalactic zangdizoidal juices, thereby altering the moon's magnetic pull on the earth to favourably affect the motion of your car. Be careful, however, as the Anglizdaial people have been monitoring us earthlings lately, and really want to harness our source of perpetual motion...
