wheel balancing

when u have wheels balanced, are they weighted based on the wheel itself or the balance of each corner of the car.
basically i want to know that since i have rotated my wheels, do i need to swap the weights on the wheels aswell?

The wheel and tyre combination is balanced, using the extra stick on weights, off the car. Then the wheel can go onto any corner of the car. Just swap the wheels around, don't take off the weights.
