A 2tg doesent use a high pressure pump so no bleed off is required.

i believe that some carbies had return lines so that the fuel could be circulated and wouldnt heat up too much and evaporate in the float bowls. im not sure which carbs do and which dont. my downdraught solex uses a return.
Anyone know if PPH solexes (2TG) need the return line?

my understanding is that return line may:
-come from the fuel pump where it (the pump) maintains consistent fuel pressure in the line from pump to carbi(s)
-come from carbi(s) where the needle-valve controlling the petrol level in the float bowls is able to hold back excessive pressure or has a return valve attached to the petrol-in-line that bleeds off excess pressure(fuel) back to the tank
fwiw: some of the cheap solid-state electric (low pressure, high volume) pumps will regulate pressure alleviating the need for a return line.
