My 4A-GE (100kW) idles at 2k when it first starts bu then drops after its warmed up. I don't know how it works out whether it is hot or cold. In your case could it be the O2 sensor? (if you haven't got the full exhaust yet?) Cheers, Monty

definitely starts very high and does sound like a O2 sensor but also check that your coolant level is up. low coolant could explain the erractic idle.

shouldnt make a difference if its coolant or water. just check the level. when its low its get air bubbles passing throught the sensor which are at a lower temperature then the coolant causing the idle to rise. then the water passes which is at a iger temperature causing it to drop again.

The most likely cause of the surging is one of two things so in order
TPS is out of sinc and needs to be reset, If you have no idea what to do then take it to a mechanic because its not something to tackle unless you have a good idea about electronics and switching, it should take the mechanic about 15 mins to set it.
O2 sensor is not working correctly, check the diagnostics to see if theres a recurring fault
as for your minnimum idle once you get the surging fixed you can reset the idle by turning the screw thats on top of the throttle body ( sometimes covered with a little rubber bung about the size of a 5 cent piece) left is higher rpm right is lower rpm, make sure the engine is warm and idle has settled before adjusting

I thought EFI idle was changed by rotating the dizzy capped? I'm not sure though.
