What does it mean, why is it there, and when would i know if i need a specific offset value?

offset refers to the distance from the centreline of the wheels, that the mounting face is.
use google or something, there is tons of info explaining it.
it is there to determine where the mounting face of the rim is in relation to the rim ( it could be flush with the outer face or right in deep).
basically everycar has its own offset requirements (reasonably flexible), and you should be aware of them berfore purchasing wheels.
