Every 1UZ I was quoted for (only Crown Majesta btw) was from 2200 to 2800

If you plan on running a different ECU to factory (ie Microtech, Autronic etc etc), and/or a different Gbox to factory (ie, what Norbie has done) then just get the motor with a cut loom, or just motor, loom and ecu
Don't pay for things you wont use

Backspace, watch who you get your quote from at Toyospares. At any one time you may save several hundred percent just by asking someone else. I think asking a Toyospares mechanic would be your best bet. The one with the beard, he owns the joint- ask him.

That would have to be an auto cut. Manual cuts go for $2k and upwards these days.

Shipping a half-cut to WA isn't toooo harsh. I paid around $500, but could have got it down around the high $300's. Engine packages on a pallet are much less. Regardless, it's almost always cheaper to pay shipping than local WA prices!

Also, keep an eye on the Quoka - there have been a few 1GGTE's over the years.
