why overboosting

at the moment my car is over boosting by 6 psi and sure i love the power but i dont like tha fact that the motor isnt tuned for that extra boost.... so why is it doing this what can you think of
motor is 3sgte
ems with ems electronic boost contoler
internal wastegate and std ct 26
i have checked the tubes on the boost controller and wastegate and there dosnt seem like any splits or anything like that. I i know the wastegate could be stuck close but is there anyways to check this with out pulling the dump pipe off???
or anything else that i should be checking?>

pull the vac line off the turbo and try to move the wastegate rod by hand

You say you got a ems controlling the show. You havnt played with the base pwm frequency setting, becuase adjusting the base setting effects the reference for all pwm freq based aux outputs, including your pwm vs kpa mode (boost control).

nope nothing has been played with.... not to do with the pwm.... the only thing that i have played with is the kpa i have brang it down and nothing occured..... so its as if the boost contorller is no longer working?!

Wastegates are sprung loaded, so simply removing the sensor line won't do a thing unless you have the muscle to move the rod manually anyway. Remove the wastegate, check the actuation of the door (ie, it's not seized), and have the wastegate tested by a turbo shop (any good turbo shop will test it for free, it's simply a pressure test). I have seen wastegates with torn diaprams that resulted in incorrect boost control, however this is rare, and I feel it may be more an electrical problem over manual one?!
