if the motor ive put in is a suspected gen 3 due to different sensors but ive changed all the sensors back to gen2 due to thats what the car is wired for would it be right for the boost controller even on the lowest setting to be 11psi, goes a little above then back?

Your boost will be governed by the wastegates. So if they are Gen 3 turbo's then it will run at 11psi.

gold28 means at the turbos too 10.5-11 then about 10 at manifold
