Turbo Issues Please Help

The car is set to 10PSI (.7 bar) but sometimes, probably more when the car heats up.... I don't seem to be getting the boost till very late in the rev range, sometimes the needle won't move from .0 bar on the guage?? but the temp gauge says that the motor is running at middle temp. the intercooler piping is non standard and the hot side crosses underneath the cool side piping (the pipes are also touching) could this heat saturation be the cause of the lack of boost when i have been driving for a while??
the boost comes one very late at 3800rpm infact what are some things that may cause this?

what turbo/intercooler/engine/car?
if it's a huge turbo, 3800 rpm wouldn't be unusual for boost to come on - but if it's only .7 bar, I'm guessing it's a stocker.
the pipes touching like that would not be ideal for boost, but wouldn't stop boost from coming on altogether. I assume you've checked thoroughly for leaks? as the engine heats up, the plastics/rubber could become more malleable, and let all your boost escape through a gap that isn't there when the engine is cool.
I'm assuming all youre IC piping is metal?

2 litre (4G63) Turbo (stock 7psi) running 10psi (hi-flowed turbo)
intercooler piping is metal and the cooler itself is a small one
