Where's the best place to buy? I prefer new wheels and tyres.
17 inch tyres are a bit pricey for me. The standard 205/60/15 tyres are also hard to find at a reasonable price.

These tyres are expensive because cheap tyre manufacturers dont make this size as they are fairly uncommon, thus forcing you to buy a decent tyre
I paid $120ish per tyre for mines
As for mags, I dunno, try trading post/any mag shop

I paid $1600 for a Brand new set of 17x7's with Brand new Eagle F1 Tyres, Lock nuts, and Wheel Alignment from Tempe Tyres..
What is your budget ??
What do you consider a reasonable price ??

Maybe $1200 all up. What tyre size did you get? did the diameter match up?

I bought my wheels and tyres from Quick Fit in Prahran (Melbourne) for $1200. Second hand wheels, new tyres. The tyres (215,45,R17) were $165 each, the wheels were 17" x 7.5" Advanti Racing (Kaizan).
