just sounds to me, that when you turn you dash lights/parkers on the brake light comes on(bright), when you turn them off and press the brake i rekon the tail light is actually comming on(not as bright). if the light is brighter when the dash/parkers are turned on than when you just push on the brake pedal, then they are the wrong way about. dont know how this would occur with the lugs stopping them from going in the wrong way, but to me it is what it sound like is going on.????

This is a classic bad earthing/grounding symptom, with unwanted coupling of circuits through filaments of combo-bulbs.Because its not a direct circuit, lamps are usually not full brightness.
