Ok a few questions, if I want to import a sprinter or newish mini from japan,. Can I register these? rally rego? Etc. If not what stops me from buying an old sprinter or mini, cheaply and simply changing the plates, re-stamping the chassis or simply doing a bit of handy welding and swapping? Who is the wiser?
Also if a car comes out with an engine in japan and I do that swap, is that legal?, like 4age’s in sprinters. Also did 2tg/ues’s come out in Australia?

You can no longer privately import cars into the country unless you're going to get it complianced. You have to get approval for this before they'll even let the car out of quarantine. They introduced these rules to stop people doing exactly what you proposed, ie dodgy "plate jobs"!

Well such things can, have, and will still be done.
Previously, it was piss easy, just a matter of buying a buggered aussie car, buying the car you wanted, bit of glue, some bog, spraycan, etc.
Now, though, we have an insurance register at last. This means that a little more 'stuff' has to be done when buying a crashed/written off car for its plates. However, if you already have the car you want, and can buy a buggered local one, well, whats to stop it still going down and nobody being any the wiser.
As for buying an ae86, well first of all remember they're over 15 years old, so its really not such a problem to register one. Next, buying a local one, putting a 4ag in it and getting it approved isn't TOO bad, or you can be like a lot of people and just buy the car, shove the engine in and be happy. Just because a car came out with a certain engine in Japan doesn't automatically mean you can stick it in and keep the authorities happy though. Doesn'ty mean squat!
