Power Steering Problem?

Hey, on my 1990 Celica i have just started experiencing this weird problem. I'm not sure what it is, but it seems to be power-steering related from my limited knowledge of cars.
Basically, when the top of the steering wheel is facing the left (EG: turned 90 degrees to left from steering wheel pointing dead straight) i hear this constant sound that is not a deep sound but not really high pitched. It's not a tick tick tick like of CV joints, just a constant whine. I don't notice it at high speeds, but i have a loud exhaust, so it could be there and maybe i just can't hear it. I have checked my power steering fluid and it's fine. There is just 2 or 3 points which when the wheels are facing, it makes that sound.
If anybody has any ideas i would greatly appreciate it.

have you tried tightening your power steering belt?

A constant whine? Sounds like a wheel bearing to me. If it was the power steering you'd get the noise all the time, not just at certain steering angles.

If it's a wheel bearing, what exactly is the problem, and is it possible for me to fix, or do i need a mechanic. What would you guess for parts/labour?

I don't know about you, but I try to not turn my wheel at 90 degrees at high speed

So what do you guys reccon i should do. I have like no money but i really want to get it fixed because i hate having anything wrong with my car. On my old car, i had a problem and i didn't fix it, then another un-related problem, then another one, and before i knew it, everything was stuffed. I want to fix it soon so that my car is perfect, and if something else happens it doesn't feel like all the problems are building up. Is there somethign i can do to determine if it's the power steering belt, the wheel bearing or something else? Thanks for your help so far guys, i'd be stuck without y'all

I had that problem two days ago and found it to be just the power steering fluid, or lack of,
Does the problem happen when you start the car or does it happen after a while
If the sound happens when you start the car its your power steering somewhere along the line
