will i have to get this engineered, as this engine did come out in this car in america? also if i cant find a proper x-member what are my options in getting one custom made?
is shortening an ra23/28 x-member an option?

just get your mounts moved. doesnt cost much especially if u do it yourself. Yes i think u do need it engineered as a ta22 has a 1600 i think as standard.

Not that simple I'm afraid, the TA22 and RA23 crossmembers are a totally different shape hence you'll need a different sump and oil pickup. You'll also have clearance problems with the radiator and the transmission will have to be changed as well.
What's the point though? Buy an RA23, they're cheap. Or get a 2T-G and bore+stroke it to 2.0 litres.

what if i could get a ra21 x-member, technically it is all factory, would i still need an engineers certificate

Read above! The engine wont fit unless you do mods to the radiator support!

The fact that an R series engine existed in another car in another country is completely irrelevant to the local authorities. That's not to say you couldn't get it engineered with a bit of effort.
As above, not worth the bother though.

Um well actually courtesy of RA28_midge i have a document from the RTA here in S.A. stating that any toyota engine up to and including 2 litres, naturally asp, can be put into celicas from 71 thru 77.(and possibly later, but the rules change slightly..) As long as it meets the 2 page list of constraints..
A few people here in SA have been thru regency successfully with 18R-G conversions in RA2x series, but with the case of a TA22 you may need to specifically ask them of the engineering guidelines as to xmembers, gearbox mounts etc.. Because technically in their rules it is allowable to put an 18r series motor, or 3SGE for that matter ,into a ta2x/ra2x and just need a regency inspection.. ie emmisions, suspension, small things, body etc..
But yeah, for the effort, you may as well mod the xmember for a 3T-GTE or 3S-GTE and snyper it/engineer it with slight brake mods, etc.. would be much more bang for buck/bother..
