turbo question

I have one simple question. When a turbo has no shaft play does that mean from side to side or the actually propeler thing spinning around. Should it be hard to spin the inside propelor around as i can get a cheap one but i cant get it to move.

shaft play is both:
side-to-side (indicates state of bush or ball-bearings)
end-to-end play (should be bugger all - indicates state of thrust washers and possibly end seals)
there should be ease of rotational movement - older turbos with bushes may get minor stiction as they need the oil film to rotate easily - but if you can't spin it with minimal effort, it's probably seized or the bearing's chock-full of crap.
if it's stuck, then i would think that it's in need of rebuild - so that makes it a dud one not cheap one?
