Could anyone pls tell me what offset is ?

If a 17"inch wheel with 38 offset would it be able to fit a sprinter ? .........or what car would it fit ?

standard offset is 27mm You've not specified the width of the 17" wheel so it makes determining it's fitment a bit hard, but I think you can safely assume with with an offset on a rim thats probably at least 7.5" wide, no it wont fit. More suitable to front wheel drive cars.
