CTP on transfer of vehicle

1) does CTP transfer from the previous owner to the new owner ?
2) can the seller get a refund for his / her CTP paid

Yes it gets handed over.
If you really want to you can get a refund.
Usualy 2 weeks after buying it the insurance company hands you the ctp slip.

That is corect, the CTP is a part of the vehicle registration, as such it follows you around. Some younger people have been known to exploit the system by getting the previous older owner to pay the next registration - and therefore getting a cheap greenslip which is still valid!

Yep. If you're 25+ you pay an average $200 less for your CTP greenslip than if you're under 25. Gets even cheaper if you're an aged pensioner (I think my dad pays something like $250, or less than half of what I just paid!)

Which is perfectly reasonable. Apart from the fact that the price will no doubt automatically calculate on a computer system off your date of birth etc (you think telephone operators actually calculate the price or give a fark if you don't like their price?)... you and I both know that overnight you suddenly won't become a safer driver or less likely to claim - hence they just run off your age at inception.
