MA61 Heater Not Operating! (VSV valve operation)

The saga continues.
We have vacuum up and until the VSV valve before the water valve.
I have tried and tested the VSV as per TSRM specifications and its all good, makes a little click at 12V and changes the air flow path of the valve.
Heres a reference:

I tested the wiring harness, it registers as 10.61V for the positive.
Now basically it has to be a wiring issue for the VSV to not be opening. My question, is the 10.61V not enough (ie need 12V) or is it a bad earth

im pretty sure the 12 volts is always htere at the solenoid when iggnition is on
what happens is when u slide the lever from cold to hot it is suppose to give the solenoid an earth then it will trigger the solenoid then oipen the valve to let hot water thru
thats how 7ms 1js etc work
so u could maybe check yr levers that control hot /cold and the heater flaps
of fit an extra switch to trigger the earth manually

yeah i checked it
its not earthing
then again i havent checked to see if there is 12v when ignition is on, only tried it with the fan on.
But from the diagram it appears to have a +ive feed from the ignition, so you would be right there.
dammit.....how the hell is it not switching the negitive......im gonna have to pull the whole dash apart!

just pull that section out that has the hot cold controls
trace the black wire from the heater solenoid to the controls
if thats ok then check the controls
might be a bad solder inside

Same used to happen on my ma70 - the sliding control for the heater wasn't working and thus wasn't turning the solenoid on. We checked everything as per TSRM specs and it all looked ok so we were about to pull the dash out (again) when we tried another heater control box (with the slider etc). It worked fine - so it must have been something funny with the old one.
Dunno if this helps with the ma61 though!
