I dont know how much a ke30 weighs, but unless it's more than 1100 kgs you have no hope, as the RTA treats the 13b-t as a 2.6 litre turbo.
there's a conversion table on the rta website

Might i suggest that in matters such as these you actually contact an engineer.
After all, the engineer would be the one assesing it so he/she would be the one to which the question should be directed.

impossible.
setas are ok, as long as your mounting poitns are good. it does help to consult the engineer first tho, as the interpretation of what is a good mount or not is their opinion.
i thought the 13B into corolla thing was covered 4 or 5 times recently??
KE30 = 850kgish?? = 2.1L turbo.. you can't even put a 12A turbo in there, but you might be able to put a 12A NA in...
you should be asking on www.ausrotary tho. toymods is not the best resource for rotary conversions

it's all there in the RTA docs. rotors are treated as double their actual capacity (so 12A = 1.2x2 = 2.4L).
that's pretty much the same as competition rules... 13bs usually compete in the 2.5-3L capacity events.
