Cops/councils cutting down on back yard mechanics/ panel beaters etc. thats what it is.. friend of mine got done for spraying cars in his garage.

Beats me, But I do know the guy across the road got fined for doing furniture restoration in his garage. And a guy that use to live behind me got fined for panel beating in his shed

but unless it was a dodgy cash-in-hand no tax business, cant see a problem with panelbeatingv etc

Panel beaters and the like are meant to be operating in industrial areas, not suburban back yards. I would say that this is why they were fined.

The Brisbane City Council says to work indoors. 
"Where possible, all spray painting should be done in an enclosed area such as a garage. Windows and doors
should be kept shut to prevent any spray drift."

I would have to say that if your doing your own car.. and your not a panel beater, and your not making anything out of it.... Then they can't really fine you for it.. Ill be spraying my car soon and id be damned if i get fined for making nohting out of it hehehehe Ill just have to charge myself.. hehehe

I think the problem with working in your backyard is that you house would be on a residentially zoned block when businesses are supposed to be in commercially zoned areas. There are differences in the cost of rates and other council things.
