That car has steering wheel on the wrong side. So it has to be import from Japan.
Here is similar thing going on. Peoples modify their diesel cars into vans. Then the car can be registered as a van and owner gets tax concessions. I believe that it's the same thing in Japan although they can use petrol car.

Just cos it's a right hand drive doesn't mean it was cut in Japan, and it's safe to say that this wasn't cut for drifting as it's a fwd.
