The first thing I'd recommend if you want decent potential for future modifications is to get a programmable management system. Then get a decent exhaust and dump pipe. From here it'll be a case of getting some boost into the thing until you can get a more useful turbo.
I'm not sure if the ST165 head can accept the ST185 exhaust manifold but if it can I reckon a good value upgrade would be the ST185 manifold and a CT20b or a highflowed CT26.
If you get really lucky and buy all of your gear second hand you might even get all of this done for $4000. Make sure if you want the car to be enjoyable as a daily driver you don't scrimp on the management or more importantly the tuning.

I have said this a few times.... how far do you want to go whats you hp range or what times etc??? what do u want out of the motor?
with that money get a 2nd hand ecu - for the simple reason its cheap, get a new wiring harnes obviously (i suggest ems, im bias) then get your self a gt30 manifold and ext wastgate + manifold that will be lots of power easy. but this wont be too reliable! also u will have to do alot of the labour urself to come in the 5g budget. Also this would be for figuers beond 200fwkw.
or get a st205 motor then exhaust and dump pipe (they are a much stronger motor and easier to extrac power out of. the ecus for these can handle 18psi with the std ct20b.... that will keep u very happy for a while im sure

if ur after that power the gt30 is too much for ur appliaction stay with the ct26 get high flowed and then get aftermarket computer
i suggest ems this is what i use and i love it... but im sure other ppl will say other computers too... it all comes down to personal preferance... and how well your tunner can tune the ecu...

Yes aftermarket ECU first then other mods like 3" dump into a 3" cat than 2 1/2" mandrel pipe back to a 3" straight through muffler at the rear , Get the CT26 HiFlowed with a 50mm comp wheel and a exhaust housing off a 7MGTE CT26 or to save some money you can pick up a good CT26 off a 7MGTE they have a 47mm comp wheel compared to the 165 which has a 40mm comp wheel and fit a good reliable water injection system , This combination will easily give you what you want .

better 3 inch dump pipe + full exhaust, a bleed valve , highflowed ct26 , an 2nd hand aftermarket ecu ( Mt8 , EMS , etc ) and better intercooling/induction temps with a better airfilter should see upwards to 160ish at the wheels - further than that for a gt4 you need looking at injectors and fuel system upgrades ..
beware the head gasket if your motors stock though .. you may find that overboosting may cause it to blow, or stretch head bolts.
youll be close to capping that 4K figure quick with just a turbo rebuild , a bleed valve and ecu installed and tuned though if its new .
im currently having a tough 3sgte built , and plan to do a few more mods ( ecu - turbo highflow ) to it in the next few months so keep an eye on my progress in the members section
