the TVIS system is a set of butterfly valves that close off the intake valve ports below 4500 rpm. is this good or bad?

would it be better to have this port closed constantly, open constantly, or leave it the way it is?

Depends on the cams you have pretty much. If your engine is fairly stock - eg. exhaust, extractors, filter you'd be better off leaving it.

TVIS is there for a reason, it increases the air speed into the cylinders at low rpm.

If your motor is stock leave it, as i said the Toyota engineers are not stupid, they develloped it for a reason.

Someone (cant remember where i saw it) did a test between your three modes of operation (open, closed & normal). The TVIS enabled motor made a considerably favourable power curve.

Its not a valve so to speak, more like 4 little throttle bodies(about the size of a 20cent piece each) between the inlet manifold and the head. The butterflies stay closed to increase air velosity at low rpm to promote torque, when rpm gets high enough (around 4500rpm) butterflies open fully and then all hell breaks loose?

Where the inlet manifold bolts to the head, theres a small 1/2 inch plate between the head and the inlet manifold. there in there, they are activated buy a solenoid and a vacumm tank (green round cylinder) just behind the water pump.
