Sprinter conversion order

Just an opinion wanted here, and i can go either way.
But i currently am about to remove the engine from the sprinter and was considering doing the build up one of two ways:
A: Drop 100kw in stock and then rebuild head, increase compression w 288* cams a couple of hundered ks further on.
B: Rebuild head and add 288* cams and increase compression now. Then drop the engine in.
Both will produce the same result as far as i can see, just polling out of curiosity for what you guys would do.

Thinking further about this while i was at uni. Im probably going to go down the route of installing the engine and getting it all complianced when stock before putting the cams and increasing compression. Mainly because of the EPA testing.
If i get hit up for EPA testing when i have the 288*s and 11:1 ratio its extremely likely ill fail the test. At least if i have the car complied before i put the cams and up the ratio its at least on the road. If then i get stiffed for an EPA i might be stuffed... but thats the gamble.
What do you guys think? Logical?

just dont get it engineered, works for me
i would speak with the RTA about the pollution testing, cause i have a suspision that it only needs to be as good as or better than the stock car, which wont be hard cause its carby, unleaded with no cat. or maybe its better than the car that the engine came out of... not sure

Riiiight, thats why i want to take your advice.
Despite the illegality of it, its highly doubtful i would be able to race it under competition conditions if it wasnt engineered.
Besides, i like my insurance.
