22 and 28 bumpers are completely different.

Well, from my knowledge, some of the 22 bars, I can't remember whether it was front or back, but the 28 REAR bars do not fit the 23's, I've tried and they do not fit.
I think the 28 fronts do though..

Is it just the brackets which are different?

Well, from how I fitted the 23 rear bumper, there are no brackets, it's just the bolts (that admittedly do come from the brackets on the back of the bumper) and go straight through the holes on the back of the car.
The front one I think that I fitted was a 28, and that lined up with the brackets.

I noticed on Sunday, that the RA28 bar looked a lot flatter across the back compared to the 22 and 23 bars.
