Say my mate was to get a k&n replacement panel filter for his celica... Is it classified as a modification? I would have thought its just classified as a different quality of air filter...

yeah should be fine with the panel filter. they probably wouldnt even notice. pod filter on the other hand...

panel is fine, and pod is fine as long it is non turbo.

ask insurance companies, prob cause turbo is more powerful once u start sucking in more air and other stuff compaed to not much with n/a

I dont know where you heard the "only on non-turbo" cars from, but most insurance companies will quite happily void your insurance for a pod filter, regardless of the type of engine it's on.
and I'm 95% sure a drop-in panel filter is fine

panel filter is fine
turbo or n/a with a pod isnt...because it's not enclosed like the panel filters are..."safety" issue or some shit
