ok say I wanted to change my headlights from flip up to flush mount, would it be legal if I replaced them with 4 round lamps (2 for lowbeam 2 for highbeam) if they comply with ADR 46/00 and had them aligned properly?
ADR 46 is
"Headlamps For Other Than L-Group Vehicles.
Specifies the photometric requirements for headlamps to provide adequate illumination for the driver of vehicles other than motorcycles without producing undue glare for other road users. Specifies the maximum and minimum wattage and light output and distribution. "

The likely answer is no unless you get them engineered ( as you have hinted), which will be an expensive way to get it done. This is because your original car was ADR approved with pop up headlights, not flush mounted fixed items.
And even the engineers may well refuse to take on this job.

Unless you buy a kit which bolts in and is already approved.. But i doubt they would even pick on this. (Police that is) as a defectable item.. As far as the police are aware if they work correctly.. Then there isnt an issue for them.. Just like brake lights, people always fit the altezza style ones. The proper ones are fine.. The imitation ones that shine pink sometimes have issues.
