GENERALLY on a FWD car you will get the most benifit out of fitting a harder rear sway bar, which will give you "lift off oversteer" and no, you dont necassarily have to fit a harder fornt sway bar.
dont worry too much about the rain due to your strut brace.
on a street car, id go not much higher than 2 degrees negative, and only really to correct any handling problems you have.
and now that i have said some helpful stuff (i hope)

I wouldn't worry about the wet weather more than likely you would of increased grip by all the changes so its less likely to let go.

It's absolutely suprising to me how much difference a strut tower bar (front) can make to the handling of an older car! Even with the standard shocks and springs and swaybars.
Anyway have you thought about upgrading the tyres? you said you upgraded to 205 60R15 but what sort are they? Maybe some stickier tyres could be a worthy upgrade, but maybe you've already done this.
