how doi you determine what the biggest capacity engine is that can go in a car in qld. I have a ta23 and wanna know what the biggest turno and n/a engines are i can put in...

Tare weight x 3 = capacity

Of course if you want to go bigger you can by consulting a decent engineer.

That's for NA engines. For forced induction, the multiplier is 2.5.

so say i have a 1000kg car i can legally put a 3 litre n/a into it or a 2.5ltr turbo motor is that correct...what would a ta23 weight and if that is correct how did a guy in moorooka legally put a 350 chev into a 81 hilux ute. This car is fully engineered.

Yes you are correct. But as I said, any decent engineer can engineer a large engine in a small car.

A Hilux is a completely different kettle of fish because it has a full chassis, which means you can get away with practically anything. The rules above apply to unibody construction vehicles, ie practically all passenger cars built since the 50's.
