1GGTE Qs

Hi
I'm probably going to be buying a car with a Gen 3 1GGTE conversion this week, but there are a few things I need cleared up before going ahead with it. The engine is stock apart from a 3 inch exhaust and a pod filter.
When I drove it the car ran a bit rough off boost, and didn't get full boost (of only .5 bar) until just over 4000rpm. The owner explained that it wasn't running full boost because it doesn't have a particular electronic component that it needs to regulate boost, so the gates are opening early. He said that he fitted a boost controller which corrected the problem of it running low boost, but made one turbo spool before the other. He said that they then fitted two boost controllers, ran the car at 11psi and it ran very well. He has since removed these boost controllers as they were the property of his mate. He also said that he has found and fixed a leak in the IC plumbing, and that it is hitting full boost now at 3000rpm, and going harder.
My question is, is it possible to source this electronic boost controlling part? Or would it be easier to get a professional to fit an aftermarket boost controller?
Also, at what engine speed do most people find their 1GGTEs hitting full boost? How do the cars go off boost? This one was a bit sluggish IMO. He had the compression tested a couple of weeks ago and the results varied between 95 and 105 psi across the six cylinders. What results have others got?
Thanks
*EDIT*
I forgot to add that I have read the thread from bbdond, and have searched for this stuff at length.

my gz20 soarer wouldn't hit boost until about 4000rpm as well. I am not sure if it had a problem though. I thought it was just the way they are
And yes, it wasn't certainly pretty damn slow off boost

The boost on the std turbos on a 1g is controlled by the wastegate actuator on the side of the turbos. If you have been told that you need a controller to make the turbos make boost at all that is a load of crap. If you had a leak in the cooler pipes that could explain the boosting problem, and i think that from one of my motors i was told that 1gs ran around 180psi from the factory, i have a 1g on the shelf and i was told when i bought it that it was tested and ran 155-160psi so what you be getting seems rather low.

160psi? u sure u dont mean 16.0??
but yeh i went through 3 engines and 5 pairs of turbos
all ran the same, not makin full boost and pulling hard until 4000rpm

No, he means 160psi, not the boost pressure, the values of a compression test.

Nope, he said that in the first thread.
Having read about all you guys not having mucho boost till 4000rpm, this doesn't sit with the way my mates GZ20 Soarer goes, his is hauling before 4000rpm.

the use of 2 boost controllers isnt the best idea in the world either

cant u join the turbo's with a boost controller and adjust them as u would 1 bit single...
isnt that how its meant to be done?

You would have to excuse my misinformation in the above post, long hours at work. Yes i did mean 160psi on the compression test not boost presure. And if you were goin to boost the twin turbo setup it would make more sense to join the actuator lines ot the one boost controller in the interest that both turbos would be making the same boost seeing as they do no run a sequential setup like the 2jzgte.
