with solexs just bend the float to get right level
make sure the floats dont have a hole in them
they can sometimes get small leak and fill with fuel
and adjust mixture screws out for richer mixture
there is an art to adjustng twin carbs and get good idle

I'm definetely no carb expert, but you have to turn the screw out to move the float hinge up. According to the 18RG engine manual the distance between the upper surface and the bottom of the bowl cover has to be about 16 mm.

As far as i know there is No screw for float llevels...They just work on the angle of the float. when enough fuel is in the bowl it rises enough to close of the fuel hole with a little pin.

And definitely turn the mixture screw counter - clockwise to richen.

The screw I meant is no. 11 (and nut 12 to lock it) in this expl. view:

The screw adjusts the vertical position of the hinge of the float (no. 23&15)
