Whats the website for? (personal/commercial)
How often will it be updated?
Who is doing it and how much knowledge of websites/html coding do they have?
How many pages?
How many pics?
Do you want a specific URL (website address)?
Theres a lot of free ones out there. Go through the links in peoples signatures here and see if thats similar to what you want. Then look at the address and see if you can find the root. So if its http://www.geocities.com/mysupra go to http://www.geocities.com and see if theres something there that you can sign up for an account.
I don't know much of whats on the market at the moment, but with more info someone here should be able to send you in the right direction

Im sorry the help desk is only to solve specific problems, it sounds like you need to consult a trainer.
But, seriously - have ppls considered charging members to host a site on the toymods server?? You could charge a fee - part of which for the bandwidth (put a counter on each users site and lock it off after allowed Mb) and part of it could go towards additional hardware - or - paying off the members who fronted cash for the server in the 1st place. It would also encourage more members to join.
I know it isn't my place making suggestions being a non member, but I do know of several organisations which have made their web site hosting a nil-cost operation...so it could be worth looking into.
