do you have a boost guage?

I think on most 1g's the turbo spooling is pretty loude and you should be able to hear them spool up.

How do you know there's no boost if you don't have a boost gauge??

How do you know the turbo's aren't spinning???

Are they making any noises???

As Bugman said, check your wastegates. Other than that they wouls need to be siezed up to not spin and you would definitly notice that.

get a boost guage so you know whats going on. You are going round in circles not knowing if things are working or not

just because you cant hear them spool up, doesnt mean they're not spinning at all

Even if the turbos a screwed you should still hear something, and feel atleast something, as bugman said the first port of call would be to check the wastegate actuators, see if the wastegate is held open, then hook up a boostgauge, otherwise you will just be chasing your tail cause you might very well be making boost, it could be some other reason that the car is flat, perhaps locked ign timming is on ect.
