Just wondering if this is a case of the block being cracked or not...from what I can see it looks like there are hairline fractures/cracks in the block, they aren't easily spotted from a distance but close inspection makes them pretty obvious.

this has been freshly decked?
that can make it hard to see cracks as the metal can smear over the crack at the surface...

can you see any evidence of cracking in the adjacent holes??

if you are in doubt, i would recommend getting it tested.. light aircraft mechanics are often experienced in crack testing..
look up "non-destructive testing"

Yup,
Just a straight Dye Penetration test will show if there is any cracks. You can buy a kit with the aerosol and developer from Aviall at Bankstown airport i think the price is a bit much but worth a try i guess.
