there would be some third party application that you would get, or ring a computer shop (good one) and ask if there some software you can buy

I know of a java script that when it opens a new IE window there will be no minimise/maximise buttons.
But this will only be useful if you are for 1 writing the webpage, and only want it for new windows.

I can't see it altering, Internet Explorer 
As for 3rd party applications, they are either trial or user pays
