so how exactly does it work? Is the knob supposed to move in and out?
How can I test if it is working properly? I think this may be the cause of my tapping noise.

It's the thingy that puts tension on the tensioner.
Yes that knob thing goes in, like a toite like a toiger spring. You should he able to push it in with ALOT of pressure.
There are some specs and stuff to check it out but my manual is at home. perhaps checking out the 2jz manual on mkiv.com as they use the same thing too.

Yes as Norbie said it is the tensioner.
You can compress it in a vice. The small hole is where you can put an allen key through while you are installing it. Then when ready you pull out the allen key and you have instant tension.
The distance that it protrudes is important to get the right tension. You will need to check out the manual to see how far.
Similar setup on the 1UZ V8 motor. To fit it I simply used longer bolts until it was compressed enough to fit the shorter bolts. Then you change one bolt at a time and continue to tighten it up.

if u can push it in with your hand then its basically fucked, u SHOULD have to use a vice,
if that is fucked then that could be your problem

Specs for V8 version is for at least 100kg of pressure to push it in.
Not sure of 1JZ version but I would expect it to be similar.
