rust removal DIY?

hey i was just wondering if removing rust is possible and what u can use to remove it. also i'm wondering which is cheaper to do up and repair a 20V or a 4age 16V because alot of wreakers in perth only have 20V cause they say the 16v is too old cause i'm thinking of a conversion

As you can see in the pics, I welded a couple bits of metal together to get the shape spot on. Also had to do a bit of bending. Did it all with a TIG welder, small grinder, mutli grips and hammer.
Not sure if I mentioned it on my site, but if you do a repair like I did at the base of teh rear wheel arch, you need to be sure to include a hole for water drainage or it will rust again.

My rust problems are due to the rubber seal on the side windows of the T-18 
there is about a 1mm gap b/w the rubber and the glass so the water just gets in and sits there
