Why dont you just fit 21 inch wheels and be done with it? And because the TA22 is different to every other car on the road, you can make them as low as you want with no problems.

18 inch wheels are perfectly legal on a TA22.
the illecal part is trying to find some only 1 inch wider than the standard rims off the car.
hmm 18x6 i think i saw some in a catalouge from a shop called lalaland

Seen? Nope. But I can imagine it would look like the barina I saw yesterday that had what looked like at least ~17" wheels on it. IE: Stupid.

actually your overall height cannot go to big either. i think its the same as width (1inch) but by having really low tyre profiles you could get away 16s legally

17's would go nicely on ta22's.. they are illegal height wise.. but still good
jake has 16's.. they look good.. but bigger wouldnt hurt ... but the cost of tyres goes up so much from 17 to 18.. 18's on ta22 would look... gay

Do you really need wheels bigger than this to make a TA22 look nice? I don't think so.

if you have 18's and lowered it the front suspension would be rock hard or you'd be always hitting the stops. the springs aren't that big dudes!
