i have no idea about carbs i only know about webers and those tiny little carbs on RC cars but all i can say is one is for the idle speed, (got nothing to do with mixture) one would be for the fuel air mixture and if they are like webers then the last one would be to do with the idle air/fuel mixture.
but could be your imagination as whenever i touch my engine my brain plays tricks on me thinking it might be going faster or slower now.
sorry i'm not much help but i just enjoy getting my post count higher

Tuning carbies is not a job for the backyard tinkerer - you really need to have the right equipment (eg exhaust gas analyser) and plenty of experience to do it properly. If you just turn screws at random you're not likely to acheive much apart from making your engine run like crap...

Exhaust gas analysers cost several times what your car is worth - they're the sort of things that only specialised workshops own.

It is possible to tune a carb without an EGO sensor but its difficult and can take a long time.
If you still want to do it yourself, go into Jaycar and buy a EGO sensor display. Then either buy a 3wire EGO sensor and pop lay it in the end of your exst pipe while testing, or get a single wire sensor and weld a bung into your exst manifold.
There are then quite a few guide around the net for tuning with a EGO sensor.

yeah you can get fuel mixture senses from jaycar but they don't recommend using them with cars running on LRP because the bugger up the sensor over time but if you install it for just when u want to try and tune it then that should be ok and not stuff the sensor. but make sure you have no exhaust leaks or holes otherwise you will get a faulse reading

OK, I am a mechanic and just stripped down and rebuild a 2T carbie and tuned in on the car.
From the drivers side, the front screw is the idle mixture screw. If this is too far open, the car will run fine but you will go through alot of fuel. Running Premium is probably a waste also on this engine, normal unleaded is fine. This idle mixture screw should be screwed closed (lightly), then backed off 1-1/2 turns to start with. You can then adjust by ear, so the engine is running just slighlty slower than the fastest position.
The middle screw is the idle speed. It acts on a throttle stop, to keep the throttle cracked open to idle. Adjust this however you like, but probably so the engine runs at about 800rpm, or at 1000rpm if you have mods.
The left screw adjusts the position of the choke breaker. When you floor it, the choke is opened at bit by this lever if it isn't already open. Don't worry about this one much.

You sure they say LRP??
I know that lead fouls the EGO sensors quickly, but of course LRP doesnt contain lead.

i was told that the additive that replaces the lead also fouls up the sensor which i tend to believe as it tends to stuff everything else up as well....

Just reading your sig... did you realise that the 18RC has hardened valve seats? You can run ULP and PULP in that fine.
