I'm sure there are a few people on here that will tell you that you'll need an engineers cert.
But you do need to inform the RTA of a colour change.

if its registered, then you have to inform RTA
if its not registered but needs pink slip, need to tell RTA
if its not registered and needs blue slip, then nothing cause when you go to get rego mechanic will state colour and thats that

Also inform roadside assistance and your insurance company if you've got some form of cover.
I had the Roadside Assistance guy asking me why my car was black & white when it was put down as brown on their records one day ...

i had a similar problem
car was listed as "blue" when in fact it was green, aqua and white(multi tone paint job aka going to the wreckers and finding whatever panels i could that looked in better condition than what was on the car )
