Concentrate on the front first I'd suggest - has the engineer said you HAVE to have 4 wheel discs?

well no... but everyone i've talked to (mechanics and the like) have all said that 4 wheel disks would be a minimum...
i would also assume that from a safety point of view the engineer would pass the car with an open diff... traction is scarse at the moment as is!!!

AE71 front brakes are piss-weak. Upgrading the rears is going to do jack all until you've done something about the fronts.
Talk to an engineer, your average mechanic won't have a clue about the current regulations. You may even find that a brake upgrade isn't legally required at all (depending on the year of your car). I was surprised to learn that I don't need to upgrade my brakes even though I'm installing a 2JZ-GTE!

From what I can gather ae71 is the same as a ke70 which is thesame as the ae86. Look up the brake upgrade on the tech page. The mx83 cressida one.
