just wondering if i have to mount the ecu to a ngeative or can it just sit???

You dont have to but it is best to do so. Other wise one day you'll be driving down the road in a dry wind and your car will stop.

Static build up. This could cause lots of different problems within the ECU. Could fuse the gates in the gate arrays, erase the prom, cause the caps to go leaky and so on.
