The most I have heard of with stock turbos on a 2jz is 270rwkw. So theoretically, the max power would be 135rwkw with one. Of course there is a lot of factors to consider like volumetric efficiency of the engine etc.
Remember, the ct12b jap spec turbos are still ceramic so they cant push heaps of boost.
as to their use on a 4age, I would have no idea

There's no reason you couldn't use a single 2JZ turbo. There's nothing special about the turbo to make them work in pairs, except as mentioned one of them doesn't have a wastegate.

If you're talking about the CT20 on the old 3T-GTE, no they're far too old to be ceramic. In fact they're a crap turbo all round, I wouldn't bother putting one on an engine even if it was free! There are far better options available.
CT20A and CT20B turbos are a different story though (totally different).

Why not grab the little crusty hair whizzer from a Pulsar or Cordia etc? Cheap, and no danger of it making any notable amount of power, but will still give him some turbo sounds, and make it feel a bit pokier. Otherwise slap in a 4AGZE

...or if you like the idea of boost at idle and an engine so strangled it can't make 4000rpm, grab a turbo from a Cappucino

Just get a T25 from an CA18 S13 Silvia when the owner does the swap to a T25G from an S13 SR20 or a T28.
