I don't believe a CA18 can do 12sec qrt mile
My mate just got a jap spec s15 engine in his s13, puts out about 240 hp @ rears. not even that does 12 secs.

There used to be a place here in Brisbane that imported S13's all the time. Infact I think thats all they imported! Anyway they always had Silvias there that did 12's down to 10's! The cars were shit but the engines were nice
I dont know if the place is still there but it used to have a big wall there with Silvia painted on it! Someone else here might know the place!
